The State of Texas stands with the brave first responders and civilian volunteers of Ukraine.

To show support and alliance with Ukraine, law enforcement agencies across Texas have joined forces to provide lifesaving protective equipment to civilian volunteer groups and first responders through the Texas Law Enforcement for Ukraine initiative. Together, Texas law enforcement agencies and Daar Foundation are taking action and answering the call to help save lives in Ukraine.

Initiated with the help of Harris County Precinct One Constable Alan Rosen, this initiative raises awareness about the need for assistance for first responders and civilian volunteers on the front lines of the war in Ukraine. The goal is to collect personal protective gear such as helmets, bulletproof vests, medical kits and monetary donations that will be used to purchase those items. Daar Foundation will then ship these items to Ukraine and distribute in-country, on the front lines of the conflict.

  • All donated items will be shipped to Ukraine and will be distributed by Daar to first responders, such as EMTs, firefighters and police, as well as civilian volunteers providing humanitarian aid and evacuating other civilians from conflict zone.

  • Equipment donated directly by law enforcement agencies includes surplus and decommissioned items that are functional but that agencies can no longer use (for various reasons). To account for the fact that many law enforcement agencies have a shortage of gear themselves, this initiative also encourages monetary donations, which will be used to purchase gear directly from manufacturers and suppliers.

  • Daar has a signed agreement with the Ukrainian Cabinet of Ministers stating that all donated personal protective gear will only be given to civilians, including volunteers and first responders. Daar’s team on the ground in Ukraine distributes these items to the aforementioned groups.

  • Daar will have a specially formed Oversight Committee with representatives from each Texas Law Enforcement Agency participating in the initiative. This Committee will be provided detailed monthly reporting of donations received and deployed.

  • Individuals can help this initiative in two ways:

    1. Through monetary donations made directly to Daar, which will be used to fund the purchase and shipment of personal protective gear and medical kits to Ukraine.

    2. By encouraging their local law enforcement agencies to donate decommissioned and surplus gear to the Texas Law Enforcement for Ukraine initiative.
